cup water

cup light soy sauce

cup rice vinegar

cup water
tbsp coarsely ground pepper

tbsp palm sugar

tbsp granulated garlic

tbsp fresh ginger
Instructions
1 : In a large mixing bowl, combine chicken with the listed ingredients. Mix well and cover. Marinate in the fridge for a minimum of 1 hour and up to 12 hours. 2 : Heat oil in a large skillet over high heat, and sear the chicken until both sides are brown, about 2-3 minutes per side. 3 : Add the reserved marinade liquid, water, Thai chili peppers, and bay leaves. 4 : Reduce the heat to low and cover, simmer for 30 minutes. 5 : Serve over white rice and top it off with remaining sauce and scallions.
