1 : Add oil to a skillet over high heat and add garlic and scallions. Saute for 30 seconds until fragrant. 2 : Add jalapeno peppers, mushrooms, carrots, and tofu. Stir and cook for 3 minutes. 3 : Add napa cabbage and cook until soft. 4 : Turn off the heat and season with soy sauce, white pepper, and sesame oil. Mix well and set aside to cool down. 5 : Dip the rice paper in water until thoroughly wet. Place it on a flat surface and add the cooked fillings. Fold it into a square shape and wrap it with a second layer of rice paper. 6 : Add the remaining oil to the skillet and fry the dumplings until both sides are golden brown, about 5 minutes. 7 : Serve with spicy dipping sauce and enjoy!
