1 : If using fresh fish, ask to have the fish cleaned, gutted, and descaled. 2 : Rinse the fish under water until no more blood is visible. Pat dry with paper towels. 3 : Make a few cuts on both sides and stuff the inside with white parts of scallions and ginger slices. 4 : Place the remaining scallions and ginger onto a heat-proof plate and put the fish on top. 5 : Steam over high heat for 7 1/2 minutes. Adjust the time depending on the weight and thickness of the fish. 6 : Carefully pour off the liquid and discard the scallions and ginger. 7 : To a small saucepan, add the listed ingredients to make the seasoned soy sauce. 8 : Place scallions, ginger, and red peppers on top of the fish. 9 : Pour heated oil on top of the aromatics, followed by the sauce around the fish. 10 : Serve with rice and enjoy!
