1 : Cut beef into thin slices and transfer to a mixing bowl. Add the seasonings and mix. Cover and let it marinate for 30 minutes. 2 : If using fresh rice noodles, loosen them up to prevent them from sticking together. If using dried rice noodles, soak them in boiling water for 10 minutes until they are soft. 3 : Heat a wok until smoking, add 2 tbsp oil and wait for it to smoke again. 4 : Add the marinated beef and fry until about 60% cooked with some pink visible. Transfer out and set aside. 5 : Add the remaining 1 tbsp of oil to the wok and add the rice noodles. Stir using chopsticks to loosen them up until they are lightly brown (about 30 seconds). 6 : Add light soy sauce and dark soy sauce. Stir until the noodles are all coated. 7 : Add the veggies (green parts of scallions and bean sprouts), followed by the beef and chili oil if using. Mix well and serve.
