Sift and whisk matcha into hot water until smooth. In a saucepan, bring agar agar, sugar, and water to a boil. Add milk and dissolved matcha, stirring until smooth and fully combined. In a separate small saucepan, bring agar agar, sugar, and water to a boil. Add milk and stir until smooth and fully combined. Pour half of the matcha mixture into your mold or bowl of choice and let set for about 5–7 minutes. Pour the milk layer over the matcha layer and let set for 8–10 minutes. Pour the remaining matcha mixture on top. Let come to room temperature, then cover and refrigerate for 1–2 hours, or until fully set. Slice and enjoy chilled.
